From the old to the new Northeast: region, culture and planning from Gilberto Freyre to Franklin de Oliveira

Resumo: The article proposes a journey from the “old” to the “new” Northeast, that is, how the Northeast region in Brazil passed from the center to the periphery. Relying, in part, on the thesis of historian Maria Odila Leite da Silva Dias on the “internalization of the Metropolis”, the process of construction of the Nation-State Brazil is understood as a (re)colonization of the territory from the metropolises of the Center-South – Rio de Janeiro, São Paulo, Belo Horizonte – over other Brazilian regions, understood as the “interior”. In this direction, it is proposed to analyze how the Northeastern “problem region” is constituted, as well as the attempts to overcome its problems, with emphasis on the creation of the Superintendency for the Development of the Northeast (SUDENE). The article ends with a brief comparison with the Argentine case, since in the neighboring country the “Regional Question” also appears as a response to the demands of the “interior”, amid the development of planning ideology.

Amparando-se, em parte, na tese da historiadora Maria Odila Leite da Silva Dias sobre a “interiorização da Metrópole”, entende-se o processo de construção do Estado-Nação Brasil como uma (re)colonização do território a partir das metrópoles do Centro-Sul – Rio de Janeiro, São Paulo, Belo Horizonte – sobre as demais regiões brasileiras, entendidas como o “interior”. Nesta direção, propõe-se analisar como se constitui a “região-problema” nordestina, bem como as tentativas de superação de suas mazelas, com destaque para a criação da Superintendência de Desenvolvimento do Nordeste (SUDENE). Paralelamente, será abordada sua transmutação exatamente em um sinônimo, não só de região-problema, como, principalmente, de região explorada, de acordo com a obra de Franklin de Oliveira, enquanto território não apenas geográfico e sim simbólico.
