Resumo: The article presents the first republican agrarian legislation in Rio Grande do Sul, discussing its impacts to control access to land. A significant step in this policy took place in 1899, when it felt the need to effectively promote it. These new laws favored state control over lands considered to be public, in an attempt to prevent the seizure and destruction of forest areas, but making it possible for the government to trade them.
