“In the loss of opinion, a kingdom is risked” Historiography, war and collective opinion in the Ancien Régime (16th-17th centuries)

Resumo: This article discusses some of the conditions attached to the undertaking of war in the 16th and 17th centuries, in order to identify and analyze the role of attempts at forming opinions in the course of conflicts. Thus, in the first part, it examines the absence of a cohesive strategy for war; the difficulties of recruiting and financing; and the constraints to decide. The second part proposes an indicative historiographic balance and correlated to the issue of collective opinion in modernity, followed by a case study for the portuguese monarchy, linked to the discussions around the delivery of Pernambuco in 1648. The emphasis lies on the Iberian peninsula and its conquests overseas, although examples from the Italian peninsula and mainly from France can be listed. One of the conclusions is that it is necessary to fade the logic of a military doctrine in order to understand the conflicts of modernity, a prism according to the production of a recent military history.

Assim, em uma primeira parte, examina a ausência de uma estratégia coesa para a guerra; as dificuldades de recrutar e de financiar; e ainda os constrangimentos para decidir. A segunda parte propõe um balanço historiográfico indicativo e correlato à questão da opinião coletiva na modernidade, seguido de um estudo de caso para a monarquia portuguesa, vinculado às discussões em torno da entrega de Pernambuco em 1648. A ênfase reside na península ibérica e suas conquistas ultramarinas, embora exemplos da península itálica e principalmente de França possam ser elencados.
