Resumo: This work aims to contribute to the black political leadership in the parliament of the State of Rio Grande do Sul during the civil-military dictatorship (1964-1974). Through the speeches in the annals of the Legislative Assembly, oral interviews, printed sources and relevant literature, we sought to problematize the discourses of Carlos da Silva Santos in line with the ideology of brazilian racial democracy.
