Control dynamics of collective action: protest policing in Rio Grande do Sul (1970-2015)

Resumo: The research relates to the debate on social movements and the State, focusing on how state institutions control collective action. Departing from the international literature on protest policing, this work aims to accomplish a longitudinal mapping of patterns and variations in protest policing in the state of Rio Grande do Sul from 1970 to 2015. Based on data from the project “Regimes and Associative Repertoires: political opportunities and social organization in Brazil”, we applied a protest event analysis for the protests that took place in the state of Rio Grande do Sul between 1970 and 2015, based on two guiding axes: selectivity of the police repertoire regarding actors and claims; tactical interactions between protesters and police forces. The results indicate the predominance of tactics of physical repression, less tolerant to the public manifestation of collective demands, with a predominant role of the Military Police; the concentration of police action in demands and groups that are more “threatening” to political elites; the tendency of disruptive collective action tactics to be more severely policed.

Con base en aportes de la literatura internacional sobre protestas policiales, busca realizar un mapeo longitudinal de patrones y variaciones en las protestas policiales en el estado de Rio Grande do Sul desde 1970 a 2015. Basado en datos del proyecto “Regímenes y repertorios asociativos : oportunidades políticas y organización social en Brasil ”, analizamos los hechos de protesta ocurridos en el estado de Rio Grande do Sul entre 1970 y 2015 a partir de dos ejes rectores: selectividad del repertorio policial en actores y reclamos; Interacciones tácticas entre manifestantes y fuerzas policiales. Los resultados indican el predominio de tácticas de represión física, poco tolerantes a la manifestación pública de demandas colectivas, con el rol de la Policía Militar; la concentración de la acción policial en demandas y grupos más “amenazantes” para las élites políticas; la tendencia a que las tácticas disruptivas de acción colectiva sean controladas con más dureza.A pesquisa se insere no debate sobre movimentos sociais e Estado, com foco em como as instituições estatais controlam a ação dos ativistas. A partir dos aportes da literatura internacional sobre policiamento a protestos, busca realizar o mapeamento longitudinal de padrões e variações do policiamento a protestos no estado do Rio Grande do Sul no período de 1970 a 2015. Com base nos dados do projeto “Regimes e Repertórios Associativos: oportunidades políticas e organização social no Brasil”, realizamos a análise dos eventos de protesto ocorridos no estado do Rio Grande do Sul entre 1970 e 2015 a partir de dois eixos norteadores: seletividade do repertório policial quanto a atores e reivindicações; interações táticas entre manifestantes e forças policiais.
