The Political Opportunities and Influence of the Water Resources State Council in Rio Grande do Norte Management (2011-2021)

Resumo: This article deals with the influence of the State Council of Water Resources (CONERH) in the management of water resources in Rio Grande do Norte (RN). To understand this scenario, we mobilize the concept of political opportunity structure relating it to the State Water Resources Plan. Our objective is, thus, to understand the process of repositioning the agenda for the revision of the Plan on the governmental agenda from the institutional participation in CONERH. The methodology used is qualitative; we used interviews with three council members. Furthermore, we carried out a documental analysis of the minutes between the years 2011 and 2021, aiming to identify if there were political opportunities, using content analysis as an analysis technique. In the end, we identified that there was no direct relationship between the current state government and the update of the Plan, however, we assessed that, unlike the federal conjuncture, the management of water resources found, in RN, with the change of government, a political-institutional environment favorable to the continuity of the debate around the Plan and the state policy.

Para comprender este escenario, movilizamos el concepto de estructura de oportunidades políticas, relacionándolo con el Plan Estatal de Recursos Hídricos. Nuestro objetivo es, entonces, comprender el proceso de sustitución de la agenda de revisión del Plan en la agenda gubernamental, a partir de la participación institucional en el CONERH. La metodología utilizada es cualitativa: se realizaron entrevistas a 3 orientadores. Además, realizamos análisis documental de actas entre 2011 y 2021, con el fin de identificar si hubo oportunidades políticas, utilizando como técnica de análisis el análisis de contenido. Al final, identificamos que no hubo una relación directa entre el actual gobierno estatal y la actualización del Plan; sin embargo, verificamos que, contrariamente a la coyuntura federal, la gestión de los recursos hídricos encontró, en RN, con el cambio de gobierno, un ambiente político-institucional favorable a la continuidad del debate en torno al Plan y la política estatal.O presente artigo trata da influência do Conselho Estadual dos Recursos Hídricos (CONERH) na gestão de recursos hídricos no Rio Grande do Norte (RN). Para compreender esse cenário, mobilizamos o conceito de estrutura de oportunidades políticas, relacionando-o com o Plano Estadual de Recursos Hídricos. Nosso objetivo é, assim, compreender o processo de recolocação da pauta da revisão do Plano na agenda governamental, a partir da participação institucional no CONERH. A metodologia utilizada é qualitativa: foram feitas entrevistas com 3 conselheiros. Além disso, realizamos análise documental em atas entre os anos de 2011 e 2021, visando identificar se houve oportunidades políticas, utilizando a análise de conteúdo enquanto técnica de análise.
