Resumo: This is the vision pioneered by Hernando de Soto, Peruvian economist and politician, in the book “The Mystery of Capital: Why Capitalism Works in the Developed Countries and Failsin the Rest of the World,” specifically in Chapter 1 entitled “ The Five Mysteries of Capital “. In the first chapter the author gives a brief presentation of the contents of the book, which exposesa critical view of how the economy in developing countries is treated, proposes a new view on the capital accumulated by poor people, which he calls the dead capital Subsequently, the authordemonstrates how “extralegality”, which can also be called an irregularity, prevents the capital accumulated by low-income people from circulating, generating development.

No primeiro capítulo o autor faz uma apresentação resumida do conteúdo do livro, que expõe uma visão crítica sobre a forma como a economia nos países em desenvolvimento é tratada, propõe uma nova visão sobre o capital acumulado pelas pessoas pobres, o qual atribui o nome de capital morto.
