Potential of Municipal Water Resources Management in Watersheds of Piracicaba, Capivari and Jundiaí, SP

Resumo: In Brazil, the management of water resources is based on the watershed. States have laws regarding water management, and the watershed committees coordinate the management between the political authorities, local communities and users, municipalities enact implementing legislation at the local level and promote protection environment. This paper presents an index of potential water resources management (IPGRH) constructed from indicators related to the existence of instruments and institutions desirable for municipal management of water resources under federal law and under State and proposals present in the specific literature. Its application has allowed us to classify the municipalities of more than 100,000 residents of the watershed Piracicaba, Capivari and Jundiaí (São Paulo state) according to their potential for integrated management of water resources in three levels: high, medium, low.
