This study had the purpose to evaluate the quality of the Cervic and Breast Cancer Control Program in Londrina - PR, approaching aspects of human, structures physical and, organizational, activities developed in reference to the professionals of health and the women, beyond the satisfaction of the users. There were four basic Units of Health, two of greater and two of minor cytopathological covering exam. There were interviewed 72 people, being 06 managers, 15 professionals and 51 users. For analysis of the data were elaborated thematic pictures that allow to visualize the answers told by the interviewers. The results had shown that there aren't appropriation of the of the program guidelines by the municipal managers, coordinators of the Units and workers. The material supply is made in an even way, the lab control is not well known and the coordinators don't know the communication systems and the importance of the basic attention of the pact indicators. The professional capacities and clinical protocols don't follow standarts. At the investigated health Units could be observed that the higher and the lower covering of cytopathological exams don't seem to be influenced by the routine existence, by the adaptation of the physical structure or by the managing of the women and the answering received by the users. The way of spreading in the program at its own Unit, the evolvement of all the professionals booked up the Unit, the routine in which the woman accomplish her yearly exam, among others facts, shows to influence the high covering. For 40 (78,40%) women the attention received attendant fully the expectations and 23 (45,09%) informed that they didn't received any information. The lack of integration among professionals in the Unit and the ones that act at the Health Program of the Family, accumulation of nurses' function, the deficiency of educative actions can contribute for the low covering of cytological exams.
