Do direito a cidade e a mobilidade urbana : o caso da aglomeração urbana de Maringá-PR

Resumo: In the context of the lived urban mobility crisis in Brasil, mainly resulting from the priority given to the individual motorized transportation instead of collective forms of displacement, this work aims to investigate the performance of the government in implementing programs and projects for mobility in Brazilian municipalities. With a case study in the urban agglomeration of Maringá/PR - formed by the main municipality and by the cities of Sarandi, Marialva and Paiçandu - we found, by the means of a quantitative and qualitative analysis of data from diverse sources, that there is a close connection between the conditions for population displacement and social organization of the territory, in view of the segregated space that commonly exists in Brazilian municipalities, especially those urban agglomerations.Theanalysis of the two mobility programs in progress in Maringá - the PAC Mobilidade Urbana Médias Cidades and the Program for Urban Mobility from BID - showed, at first, that both give conditions to which the financed projects deliver social gain to the population, for example, with actions that benefit the public transportation system. However, we also noticed that the role of local government in the execution of these programs, besides prioritize individual motorized transportation, tends to reproduce the logic of land market in favor of real estate projects, not considering the needs and demands from the population in daily movements and contradicting the principles and guidelines of the newly established urban mobility policy in Brazil by Federal Law No. 12.587/2012.

Com um estudo de caso na aglomeração urbana de Maringá/PR-formada pelo município polo e pelos municípios de Sarandi, Paiçandu e Marialva - constatamos, por meio de uma análise quantitativa e qualitativa de dados de fontes diversas, que existe uma estreita relação entre as condições de deslocamento da população e a organização social do território, tendo em vista o espaço segregado que comumente se estabelece nos municípios brasileiros, e em especial nessas aglomerações urbanas. A análise dos dois programas de mobilidade em curso no município de Maringá-o PAC Mobilidade Urbana Médias Cidades e o Programa de Mobilidade Urbana do BID - nos permitiu verificar, num primeiro momento, que ambos imprimem condicionalidades para que os projetos financiados tragam um ganho social à população, como por exemplo, com ações que beneficiem o sistema de transporte público coletivo.
