Contractualization in higher education system: a study from the new public management’s point of view

Resumo: Current article discusses management forms of educational policies for higher education system focusing on the management contract used by the Program for the Support of Restructuring and Expansion Plans of Brazilian Federal Universities (REUNI). It is foregrounded on the analysis that educational policies must consider the historical contexts in which they were created and implemented, and which have lately been marked by sociopolitical and technological changes leading to reforms in the national States, with repercussions on the educational field. The bibliographical and documental study, developing a contextualized interpretation of the subject, shows that the adoption of a new management model, based on the theoretical frameworks of the new public management with business principles, has brought a new configuration to the management of the public universities where the management contract is the main operationalization instrument. The REUNI program, by adopting an organization model based on this paradigm, aimed at the efficiency and efficacy of the services, changed the organizational form of the universities, giving priority to a commercial-like relationship rather than insisting on its social function and its concern for citizenship training.

Parte de la premisa de que el análisis de las políticas educacionales debe considerar el contexto histórico donde ellas son concebidas e implementadas y que, en la actualidad, han sido marcadas por cambios sociopolíticos y tecnológicos, generando reformas en los Estados nacionales con repercusiones en el campo educacional. Se trata de un estudio bibliográfico y documental que hace una lectura contextualizada de la temática. Los estudios muestran que la adopción de un nuevo modelo de gestión, basado en los marcos teóricos de la nueva gestión pública, con principios empresariales, ha traído una nueva configuración para el gerenciamiento de las universidades públicas, siendo el contrato de gestión el principal instrumento de operacionalización. El programa Reuni al adoptar un modelo de organización fundamentado en este paradigma, centrado en la eficiencia y en la eficacia de los servicios, cambió la forma organizativa de las universidades, que pasaron a priorizar la relación de ‘casi-mercado’ en detrimento de su función social y de la preocupación con la formación para la ciudadanía. O artigo discute as novas formas de gerenciamento das políticas educacionais para o ensino superior, com foco no contrato de gestão adotado pelo Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais Brasileiras (Reuni). Parte do pressuposto de que a análise das políticas educacionais deve considerar o contexto histórico em quem elas são concebidas e implementadas e que, na atualidade, foram marcadas por mudanças sociopolíticas e tecnológicas, gerando reformas nos Estados nacionais com repercussões no campo educacional. Trata-se de um estudo bibliográfico e documental que faz uma leitura contextualizada da temática. Os estudos mostram que a adoção de um novo modelo de gestão, baseado nos marcos teóricos da nova gestão pública, com princípios empresariais, trouxe uma nova configuração para o gerenciamento das universidades públicas, sendo o contrato de gestão o principal instrumento de operacionalização.
