Continuing education of teachers and educational regionalization: an analysis of the policies of the education sector of MERCOSUR

Resumo: | This article aims to analyze the policies of continuing teacher education in the context of regionalization, but specifically to identify such policies in the educational action plans of the MERCOSUR Education Sector. In this sense, it is considered that this region is inserted in an intense process of internationalization and educational regionalization, in which, in addition to the influence of international organizations, the MERCOSUR Education Sector stands out. In Latin America, as in other contexts, the constitution of economic blocks emphasized the role of education as a factor of integration, influencing and directing the priorities in this field. According to Lüdke (1986), qualitative research supposes the direct and prolonged contact of the researcher with the object to be investigated, that is, an intense field work, in which the problems are studied in the environment in which they occur, as direct sources of data collection. As a result, a formative supply of a priority technical nature was observed, subject to the vicissitudes of the governments. Such training is in accordance with a neoliberal international agenda that is not concerned with the value of education professionals, even though this training is considered an important instrument for the implementation of this same agenda. |

Así, es considerada que tal región está inserida en un intenso proceso de internacionalización y de regionalización educativa, en la cual, además de la influencia de los organismos internacionales, se puede destacar la actuación del Sector Educativo del MERCOSUR. En Latinoamérica, así como en otros contextos, la constitución de bloques económicos puso énfasis en el papel de la educación como factor de integración, influenciando y direccionando las prioridades en ese campo. La metodología utilizada privilegió un abordaje cualitativo, pues, Lüdke (1986), dice que la investigación cualitativa supone el contacto directo y prolongado del investigador con el objeto a ser investigado, o sea, un intenso trabajo de campo, en el cual los problemas son estudiados en el ambiente natural en el que ocurren, como fuentes directas de obtención de datos. Como resultado, he observado una oferta formativa de carácter prioritariamente técnico, sujeta a las vicisitudes de los gobiernos. Tal formación está en conformidad con una agenda internacional neoliberal despreocupada con la valorización de los profesionales de la educación, aunque esta formación sea considerada una herramienta importante para la implementación de esta misma agenda.Este artigo tem por objetivo analisar as políticas de formação continuada de professores em contexto de regionalização, especificamente identificar tais políticas nos planos de ação educativa do Setor Educacional do MERCOSUL. Para tanto considera-se que tal região está inserida em um intenso processo de internacionalização e de regionalização educativa, no qual, além da influência de organismos internacionais, destaca-se a atuação do Setor Educativo do MERCOSUL. Na América Latina, assim como em outros contextos, a constituição de blocos econômicos colocou ênfase no papel da educação como fator de integração, influenciando e direcionando as prioridades nesse campo. A metodologia utilizada privilegiou uma abordagem qualitativa, pois, segundo Lüdke (1986), a pesquisa qualitativa supõe o contato direto e prolongado do pesquisador com o objeto a ser investigado, isto é, um intenso trabalho de campo, no qual os problemas são estudados no ambiente natural em que eles ocorrem, como fontes diretas de obtenção de dados. Como resultado, observou-se uma oferta formativa de caráter prioritariamente técnico, sujeita às vicissitudes dos governos.
