Resumo: Act 1, dated 15th November, 1889 and signed by Deodoro da Fonseca, established the federation of the Brazilian State. The Constitution of the 24th February 1891 ratified the state structure and its bases. As a form of State Federalism, it was belatedly introduced in Brazil compared to that proposed by the U.S.A., adopted at the end of the 18th century. It had been one of the chief items in the 1870 Republic Manifesto, defended by Rui Barbosa
