“ADVERSE PROPAGANDAS”: DOPS/MA and the alternative press in Maranhão amidst the approval of the Amnesty Law (1979)

Resumo: | This article analyzes the documentation produced by the Police Station for Political and Social Order – Maranhão (DOPS-MA) on the activities of the alternative press in Maranhão amid debates for the approval of the Brazilian Amnesty Law in 1979. This year's choice as a time frame justifies it by our proposal to problematize it as a key event, understood as inaugurating the construction of a temporality and social meaning, in reference to the period of Brazilian political opening towards redemocratization. In this sense, the possibilities of research in the documentary funds, formerly secret, on the surveillance and control of the alternative press in Maranhão, especially the dossiers produced and preserved by DOPS/MA and now held by the Public Archive of the State of Maranhão, allow us to have a new view at the performance of the repressive gears of the Civil-Military dictatorship in the period, which may signal illicit acts by public agents, essential for the foundation of the reparatory procedures of the so-called Transitional Justice. |

La elección de ese año como trazo temporal se justifica por nuestra propuesta de problematizarlo como evento clave, entendido como inaugural de la construcción de una temporalidad y sentido social, en referencia al período de apertura política brasileña hacia la redemocratización. En ese sentido, las posibilidades de investigación en los fondos documentales, anteriormente secretos, sobre la vigilancia y control de la prensa alternativa en Maranhão, especialmente los dossiers producidos y conservados por DOPS / MA y ahora en poder del Archivo Público del Estado de Maranhão, permítannos una nueva mirada al desempeño de los engranajes represivos de la dictadura cívico-militar en el período, que pueden señalar actos ilícitos por parte de agentes públicos, imprescindibles para la fundación de los procedimientos reparadores de la llamada Justicia Transicional.O presente artigo analisa a documentação produzida pela Delegacia de Ordem Política e Social – Maranhão (DOPS-MA) sobre as atividades da imprensa alternativa maranhense em meio aos debates pela aprovação da Lei de Anistia brasileira em 1979. A escolha desse ano como recorte temporal se justifica por nossa proposta de problematizá-lo como um evento-chave, entendido como inaugurador da construção de uma temporalidade e significação social, em referência ao período de abertura política brasileira rumo à redemocratização.
