POLITICS OF DRUGS, ALTERITIES AND BUILDING OF CITIZENSHIP IN CONTEMPORARY ARGENTINA

Resumo: Abstract: In  Argentina,  the  official  drug  policy  during  thelast  two  decades,  with  a  few  exceptions, focused  on  the  substances  of  consumption  and  the  need  to  solve  the  problem  concerning  abstinence and   penalty   in   the   sanitary   and   in   the legislative   fields   respectively. This   contributed   to   a naturalization of the practices of social segregation, with the diffusion of discourses that legitimize the existence  of  "second-class  citizens".  Both  the  public  policies  and  the  main  institutions  linked  to  the topic "drugs" are based on a warlike logic that establishes the discrimination of users and contributes to  the  construction  of  a  threatening  social  alterity.  However,  beyond  the  voluntarism  of  some nongovernmental  organizations  and  the  progressive  discourse  of  one  part  of  the  political  class,  the paradigm generated in the 1990s under Menem ́s governmentcontinues conditioned to the approach of the topic “drugs”. Argentina.    Resumo:  Na Argentina,  a  política  oficial  em  matéria  de  drogas  nas  duas  últimas  décadas,  salvo algumas  exceções,  esteve  centrada  nas  substâncias  de  consumo  e  na  necessidade  de  resolver  o problema  mediante  a  abstinência,  no  campo  sanitário,  e  na  penalização,  no  campo  legislativo.  Isso contribuiu para  uma  naturalização  das  práticas  de  segregação  social,  com  a  difusão  de  discursos  que legitimam a existência de “cidadãos de segunda”. Tanto as políticas públicas quanto as principais instituições  vinculadas  à  temática  “droga”  apoiam-se   em   uma   lógica   bélica   que   instaura   a discriminação  dos  usuários  e  contribui  para  construção  de  uma  alteridade  social  ameaçadora.  Mas além do voluntarismo de algumas organizações não governamentais e do discurso progressista de uma parte  da   classe   política,   o   paradigma   gerado   nos   anos   1990,   sob   o   menemismo,   continua condicionando a abordagem do tema “drogas”. Argentina.Resumen: En  Argentina,  la  política  oficial  en  materia  de  drogas  de  las  dos  últimas  décadas,  con excepciones,  estuvo  centrada  en  las  sustancias  de  consumo  y  en  la  necesidad  de  solucionar  el problema  mediante  la  abstinencia,  en  el  campo  sanitario,  y  la  penalización,  en  el  campo  legislativo. Esto  contribuyó  a  una  naturalización  de  las  prácticas  de  segregación  social,  con  la  difusión  de discursos que legitiman la existencia de “ciudadanos de segunda”.Tanto las  políticas  públicas  como las  principales  instituciones  vinculadas  a  la  temática “droga” se sostienen en la lógica bélica que instaura  la  discriminación  de  los  adictos  y  la  construcción  de  una  alteridad  social  amenazante. Más allá  del  voluntarismo  de  algunas  organizaciones  no  gubernamentales  y  del  enunciado  progresista  de una parte de la clase política, el paradigma gestado en los años de 1990, bajo el menemismo, continua condicionando el abordaje del tema “drogas”.
