Resumo: Aponta, para além dos elementos jurídicos, o neoliberalismo e a economia globalizada como fatores desestimulantes ao objetivo constitucional de realizar a dignidade humana. Apresenta os efeitos nocivos dos sistemas econômico e político nos países periféricos do capitalismo. Nota como o principal destes efeitos a exclusão de grande parte da população dos direitos que possibilitariam o desenvolvimento de suas vidas com dignidade.
