FEMINIST FOREIGN POLICY? AN ANALYSIS ON MARGOT WALLSTRÖM MANAGEMENT IN THE SWEDEN MINISTRY FOR FOREIGN AFFAIRS

Is it really possible to structure a feminist foreign policy? Gender perspectives have influenced the formulation process of global public policies, especially with the gender mainstreaming strategy conducted by United Nations, which has gradually been incorporated by a few States. At the forefront, since 2014, Sweden has adopted gender perspectives to shape its foreign policy. Thus, through an exploratory and descriptive investigation, this research analyzes the management of Margot Wallström in the Swedish Ministry for Foreign Affairs, in order to identify its main characteristics and describe the process of implementing a feminist agenda. The descriptive hypothesis articulates that the presence of women in power positions promotes a feminist agenda. This research is justified by the importance of understanding the insertion of feminisms in International Relations and in the empirical dimension of international politics. Through the description, it was identified that the Swedish gender framework established a policy change. From the partial findings, it can be observed that the Margot Wallström management represents a breakthrough and can be identified as the first foreign policy to adopt an agenda based on gender analysis and feminist approaches.
