BRAZIL'S LEADERSHIP IN THE CPLP: An ANALYSIS FROM COOPERATION IN SCIENCE, TECHNOLOGY AND HIGHER EDUCATION

Resumo: | This work seeks to analyze how international cooperation in Science, Technology and Higher Education (S&T-ES) can be used as an auxiliary mechanism for growth, giving CPLP member countries the opportunity to develop through the training of human resources, transfers of scientific knowledge and technologies. The research has as its starting question: what are the factors that influence the advances and setbacks of international cooperation in S&T-ES among CPLP countries? Based on this question, Brazil's role as a driving force behind this cooperation is analyzed. Discuss the strategies adopted by the Brazilian government that contributed to the promotion of cooperation in S&T-ES within the CPLP and the adoption of practices that led to a setback in this same area. To achieve the proposed objective, a bibliographical and documental review was used, in addition to interviews with Brazilian government and CPLP officials. It was concluded that Brazil's behavior within the CPLP is realistic. The country acts in accordance with the national interest, using the multilateral platform when it suits them, with no real strategic vision on the part of the Community. |

The country acts in accordance with the national interest, using the multilateral platform when it suits them, with no real strategic vision on the part of the Community.Este trabalho busca analisar como a cooperação internacional em Ciência, Tecnologia e Ensino Superior (C&T-ES) pode ser utilizada como mecanismo auxiliar de crescimento, dando aos países membros da CPLP a oportunidade de desenvolver-se por meio da capacitação de recursos humanos, transferências de conhecimento científico e tecnologias. A pesquisa tem como pergunta de partida: quais os fatores que influenciam os avanços e retrocessos da cooperação internacional em C&T-ES entre os países da CPLP? A partir dessa questão, analisa-se o papel do Brasil como agente propulsor desta cooperação. Para tal, discutem-se as estratégias adotadas pelo governo brasileiro que contribuíram para o fomento da cooperação em C&T-ES no seio da CPLP e a adoção de práticas que levaram a um retrocesso nesse mesmo âmbito. Para a consecução do objetivo proposto, utilizou-se a revisão bibliográfica e documental, além de entrevistas com funcionários do governo brasileiro e da CPLP. Concluiu-se que o comportamento do Brasil dentro da CPLP é de cunho realista.
