THE STALEMATE IN COLOMBIA AND THE FARC-EP DILEMMA: FROM THE PEACE AGREEMENT TO THE RETURN OF THE GUERRILLA (2016-2019)

Resumo: The article deals with the Colombian political situation since the advances that culminated in the peace agreement between the government and the Revolutionary Armed Forces of Colombia - Popular Army (FARC-EP), in 2016, and the resumption of guerrilla activities by one of its factions in 2019. This period was marked by an evident reflux of advances, materialized by events such as the failure of negotiations with the National Liberation Army (ELN) and an important split in the ranks of the already pacified Revolutionary Alternative Forces of the Common (FARC). The article argues that this reflux reflects a wide range of trends expressed since the public consultation on the agreement in 2016, which had its highest representations in thepresidential rise of Iván Duque, the electoral failure of the FARC and the incisive resumption of guerrilla activities in the country. To analyze this phenomenon, a brief history of the conflict will first be presented.

Esse período foi marcado por um evidente refluxo de avanços até então estabelecidos, materializado por acontecimentos como o fracasso das negociações com o Exército de Libertação Nacional (ELN) e uma importante cisão nas fileiras das já pacificadas Forças Alternativas Revolucionárias do Comum (FARC). O artigo advoga que esse refluxo reflete ampla gama de tendências expressadas desde a consulta pública realizada sobre o acordo, em 2016, que tiveram suas mais altas representações na ascensão presidencial de Iván Duque, no fracasso eleitoral das FARC e na retomada incisiva de atividades guerrilheiras no interior do país.
