THE TEACHER’S QUALIFICATION AND PORTUGUESE TEACHING PROGRAMME (PQLP) AS AN INSTRUMENT OF BRAZILIAN FOREIGN POLICY AND AS A RESOURCE FOR PORTUGUESE STRENGTHENING IN EAST-TIMOR: A CRITICAL ANALYSIS

Resumo: This article aims at discussing if The Teacher’s Qualification and Portuguese Teaching Programme (PQLP) between Brazil and East Timor may be understood as an instrument of Brazilian Foreign Policy that uses South-South Cooperation concepts. To achieve this, the research is based on documents, i.e. public notices of PQLP (2004-2013) and bibliographical revision. It is concluded that PQLP acted as an instrument of Brazilian Foreign Policy by serving as a smoothing factor between both countries, within one of its guiding principle, that is, international solidarity. A more critical view, however, allow the researcher to infer that lack of programme planning in its initial stage was an obstacle to adequate participation of Timorese counter-parts, what may be interpreted as a deficiency in actions of PQLP regarding South-South Cooperation, in that first moment.

Para isso, apoia-se em pesquisas documentais, i.e. editais do PQLP (2004-2013) e revisão bibliográfica. Conclui-se que o PQLP se comportou como um instrumento de política externa brasileira ao servir como um fator de aproximação entre os dois países, dentro de um de seus princípios norteadores, o de solidariedade internacional.
