Resumo: The purpose of this article is to understand the issue of Brazilian state migration management regarding immigration control, seeking to investigate the influence of national security and human rights perspectives on public policies that regulate immigration control in the period from 2002 to 2019. To analyse the predominant characteristics of these policies, the authors chose to define these perspectives based on theoretical and analytical references, presented in the first section of the article. Then, a content analysis of Brazilian legislation in the period of 2002 to 2019 was developed based on these two perspectives. The results show that 41.6% of the Brazilian legislation analysed in the article is linked to the national security perspective, while the perspective of human rights guides the rest (53.4%). These data indicate that the security perspective is also significantly important in guiding migration control policies in Brazil, despite the advances promoted by the New Migration Law, approved in 2017.

Para analisar as características preponderantes dessas políticas, optou-se por definir essas perspectivas a partir de referenciais teóricos e analíticos, apresentadas na primeira seção do artigo. Em seguida, foi desenvolvida uma análise de conteúdo das legislações brasileiras no período de 2002 a 2019 com base nessas duas perspectivas. Os resultados mostram que 41,6% das legislações brasileiras analisadas no artigo são vinculadas à perspectiva de segurança nacional enquanto o restante (53,4%) está orientado pela perspectiva de direitos humanos.
