THE CHANGE OF RUSSIA’S SECURITY CONCEPT, UNDER PERSPECTIVES ON NATO’S ENLARGEMENT AND KOSOVO CONFLICT

Resumo: After Cold War, the world has known a new concept of international security. Beside States, collective identities started to be also taken into consideration in international decisions on issues of protection from the so-called new threats. In such scenario, a broad-cooperation sense was supported and performed by Russia, which was trying to enter the balance of power through a multilateral approach. However, Russia has changed his cooperation sense as well as its concept of international security, when NATO intervened in Kosovo and also expanded the alliance and issued its new concept of security. This article aims at, by means of review of literature, proposing two perspectives through which Russia has changed its concept of international security. Even though Russia has argued that NATO had violated the international law after the intervention in Kosovo, and that such occurrence has also allowed the Russian Federation to change its concept of security, it is possible to accept another Russian viewpoint which is taken through two lenses: the survival logic and the Slavonic identity.

Ao lado de Estados, as identidades coletivas começaram a ser consideradas, também, em decisões internacionais referentes à proteção contra as chamadas novas ameaças. Nesse cenário, uma lógica de ampla cooperação foi apoiada e executada pela Rússia, que tentava entrar no equilíbrio de poder, por meio de uma abordagem multilateralista. Entretanto, a Rússia mudou sua ideia de cooperação, e seu conceito de segurança internacional, quando a OTAN interveio no Conflito do Kosovo, expandiu sua aliança e emitiu sua nova concepção de segurança. Este artigo visa, por meio de revisão de literatura, propor duas perspectivas por meio das quais a Rússia também mudou sua concepção de segurança internacional.
