This article explores the Joint Brazil-United States Economic Development Commission (JBUSEDC) (1951-1953) and its impacts on the Brazil-U.S. bilateral relations. With the inauguration of the JBUSEDC, the U.S. hoped to mitigate tensions with Brazil. The latter, since the end of the 2nd World War (1939-1945) had been insisting, with no success, on U.S. foreign aid to foster its development. Although the creation of the JBUSEDC raised optimism, this article shows how the JBUSEDC contributed to the process of worsening bilateral relations, with impacts on subsequent governments, such as that of Juscelino Kubitschek (1956-1961). The article is based on Brazilian and the U.S. historical archives. It argues that the following elements were crucial for the frustrating termination of the JBUSDEC: Divergent motivations between both parties, the involvement of the World Bank as lender of first instance for Joint Commission’s projects and, finally, the ending of the initiative in 1953 with no expectations of receiving pending loans.
