THE MIGRATORY PHENOMENON IN RORAIMA: A STUDY OF THE EFFECTS OF CIVIL-MILITARY COOPERATION ON THE EFFICIENCY OF THE ACOLHIDA OPERATION HUMANITARIAN TASK FORCE

Resumo: The migratory phenomenon that has been configured in the state of Roraima,bordering Venezuela, especially from November 2017, presents unprecedented challenges forBrazil. In this context, the federal government triggered Acolhida Operation, in which civil andmilitary efforts are spent to provide humanitarian assistance to immigrants under thecoordination of the Brazilian Army, which has the 1st Jungle Infantry Brigade, located in thecapital Boa Vista. This study aims to analyze the effects of Civil-Military Cooperation on thehumanitarian logistics of this operation. Therefore, it presents the relevant actors and theirlogistical actions and seeks to characterize the level of civil-military integration developed andtheir effect to the success of this joint effort. Based on a bibliographic review abouthumanitarian logistics, data collected through questionnaires and interviews conducted withArmy staff officers and civilians from different entities involved in the Coordination of the operation, aims to compare the perception of each of these segments regarding Civil-MilitaryCooperation.

Nesse contexto, o governo federal desencadeou a Operação Acolhida, na qual são despendidos esforços civis e militares para prestar assistência humanitária aos imigrantes sob coordenação do Exército Brasileiro, que conta com a 1ª Brigada de Infantaria de Selva, sediada na capital Boa Vista. Esse estudo visa analisar os efeitos da Cooperação Civil-Militar para a logística humanitária dessa Operação. Para tal, apresenta os atores relevantes e as suas ações logísticas e busca caracterizar o nível de integração civil-militar desenvolvido e seu efeito para o sucesso desse esforço conjunto.
