THE MARITIME POWER OF BRAZIL: AN ANALYSIS OF THE POTENTIALITY OF NORTHEAST BRAZIL IN THE PROMOTION OF POWER PROJECTION ON SOUTH ATLANTIC

Resumo: Brazil is both the country that has the biggest territorial extension in South America and the one that possesses bigger access to the South Atlantic Ocean. In spite of its geographic disposition, the country still faces some issues to project itself by sea. This article is a case study about the Northeast region, which is extremely strategic because there is located the most eastern point of the entire American continent, however its potentialities are not used properly. The characteristics that influence the projection of States' maritime power according to Mahan's classic geopolitical theory of maritime power are therefore analyzed and applied to the Brazilian case. A survey about the Northeastern port activity and the strategic distribution of the Navy along the coastal coast of the South Atlantic and how such distribution affects national security is also made. Finally, our problematization lies in the lack of investment in merchant and naval maritime structures in Northeast region, creating a scenario that makes it difficult to project power and directly affects national security.

Apesar da sua disposição geográfica, o país ainda tem problemas em se projetar maritimamente. Este artigo é um estudo de caso sobre a região Nordeste, que se mostra extremamente estratégica por compreender o ponto mais oriental de todo o continente americano, entretanto, tem suas potencialidades subaproveitadas. As características que influenciam na projeção de poder marítimo dos Estados de acordo com a teoria geopolítica clássica do poder marítimo de Mahan são, portanto, analisadas e aplicadas ao caso brasileiro. Também é feito um levantamento acerca da atividade portuária nordestina e da distribuição estratégica da Marinha pela costa litorânea do Atlântico Sul e como tal distribuição afeta a segurança nacional.
