Desenvolvimento socioeconômico em Angola: análise decolonial dos investimentos chineses direcionados ao setor agrícola

Summary: Angola is one of Southern Africa's leading economies. Throughout its development process, Angola gave priority to investments in the oil sector, which quickly became the main engine of its economy. This choice made the country vulnerable to the fluctuations of the international market. To overcome this situation, the government is focusing on the diversification of the economic base, through the development of other sectors. Thus, this dissertation focuses on the Angolan agricultural sector, since it constitutes an important strategy to diversify the economy and overcome the socioeconomic problems verified in Angola, especially poverty and food insecurity. To achieve socioeconomic development, Angola has China as an important partner. The Asian country has consistently introduced itself throughout the African continent. Angola has a prominent role as a destination for Chinese investments. Therefore, the central objective of this dissertation is to analyze the implications of Chinese investments on the Angolan agricultural sector and their contribution to Angola's socioeconomic development process. The theoretical perspective adopted was decoloniality. The analysis was conducted using the case study strategy, with the use of qualitative methodology and quantitative data, based on descriptive statistics. Furthermore, the analysis technique used was the literature and document review. It is concluded that Chinese investments targeting Angola's agricultural sector partially contribute to socioeconomic development, as it stimulates agricultural productivity and incomes, but on the other hand, it may not stimulate the African country's autonomy, but rather dependence on it.

Ao longo de seu processo de desenvolvimento, Angola deu prioridade a investimentos no setor petrolífero que, rapidamente, tornou-se o principal motor de sua economia. Esta opção tornou o país vulnerável às oscilações do mercado internacional. Para contornar esta conjuntura, o Estado angolano tem priorizado a diversificação da matriz econômica, a partir do desenvolvimento de outros setores. Nesse sentido, esta dissertação se debruça sobre o setor agrícola angolano, uma vez que este se constitui como uma importante estratégia para diversificar a economia e contornar os problemas socioeconômicos constatados em Angola, com destaque para a pobreza e insegurança alimentar. Na busca pela intensificação do desenvolvimento socioeconômico, Angola tem a China como um importante parceiro. O país asiático tem se inserido de maneira consistente em todo o continente africano. Angola possui um lugar de destaque no destino dos investimentos chineses. Diante disto, a presente dissertação tem como objetivo central analisar as implicações dos investimentos chineses direcionados ao setor agrícola angolano e a contribuição dos mesmos no processo de desenvolvimento socioeconômico de Angola. A perspectiva teórica adotada foi a decolonialidade. A análise foi realizada utilizando-se da estratégia de estudo de caso, com emprego da metodologia qualitativa e utilização de dados quantitativos, a partir da estatística descritiva. Ademais, utilizou-se como técnica de análise a revisão bibliográfica e documental.
