Evaluation of the State Education Plan in the Paraná State Prison System: subjects’ discourses in a female prison

Resumo: | This paper aims to present the Archeological Discourse Analysis (ADA) of the stakeholders’ discourse when evaluating the objective of the 2012 State Education Plan in the State of Paraná Prison System (PEESPP – Plano Estadual de Educação no Sistema Prisional do Paraná), in the context of the Female Resocialization Center (CRESF – Centro de Ressocialização Feminino), located in the city of Foz do Iguaçu, Paraná, Brazil. The PEESPP implementation stage was evaluated, focusing on stakeholders. The methodological referral corresponds to the qualitative approach to data analysis. ADA is based on Foucault (2012). The paper presents its results from the following triad: evaluation; objective of the Plan; and ADA of the stakeholders. From the analysis of the results of the evaluation, regarding the purpose of PEESPP, it was concluded that there is coherence between the federal normative discourse, of the State of Paraná, and the supranational social agenda for this demand. The ADA revealed two contradictions regarding the Plan’s capability of achieving its objective of enabling access to education to the Paraná prison population. The first one refers to the incompatibility of attribution of the institutions involved in the extension of the right to education to the penitentiary population: the prison and the school. The second concerns the suitability of the policy to the context in which it operates. Normative discourses denote an understanding of the environment of penal institutions far from reality. Female prison.Este artículo tiene como objetivo presentar el Análisis Arqueológico del Discurso (AAD) de los stakeholders sobre la evaluación del objetivo del Plan Estatal de Educación en el Sistema Penitenciario del Estado de Paraná, (PEESPP), de 2012, en el contexto del Centro de Resocialización Femenina (CRESF), situado en la ciudad de Foz do Iguaçu, Paraná, Brasil. Fue evaluada la etapa de implementación del PEESPP centrándose en los stakeholders. El camino metodológico corresponde al abordaje cualitativo de análisis de datos. La AAD se fundamenta en Foucault (2012). El artículo presenta sus resultados a partir de la tríada: evaluación; objetivo del Plan; y AAD de los stakeholders. A partir del análisis de los resultados de la evaluación, con respecto al objetivo de PEESPP, se concluyó que existe coherencia entre el discurso normativo federal, el del estado de Paraná, y la agenda social supranacional para esta demanda. La AAD reveló dos contradicciones con respecto a la capacidad del Plan para alcanzar su objetivo de posibilitar el acceso a la educación de la población penitenciaria de Paraná. La primera se refiere a la incompatibilidad de atribución de las instituciones involucradas en la extensión del derecho a la educación a la población penitenciaria: la prisión y la escuela. La segunda se refiere a la adecuación de la política al contexto en el que se inserta. Los discursos normativos denotan una comprensión del ambiente de las instituciones penales distante de la realidad. Palabras clave: Educación en la prisión. Evaluación de políticas educativas. Foi avaliada a etapa de implementação do PEESPP, centrando-se nos stakeholders. O encaminhamento metodológico corresponde à abordagem qualitativa de análise dos dados. A AAD fundamenta-se em Foucault (2012). O artigo apresenta seus resultados a partir da tríade: avaliação; objetivo do Plano; e AAD dos stakeholders. A partir da análise dos resultados da avaliação, a respeito do objetivo do PEESPP, concluiu-se que há coerência entre o discurso normativo federal, do estado do Paraná, e da agenda social supranacional para essa demanda. A AAD revelou duas contradições quanto à capacidade do Plano de atingir seu objetivo de possibilitar o acesso à educação à população penitenciária paranaense. A primeira delas refere-se à incompatibilidade de atribuição das instituições envolvidas na extensão do direito à educação à população penitenciária: a prisão e a escola. A segunda diz respeito à adequação da política ao contexto em que se insere. Os discursos normativos denotam uma compreensão do ambiente das instituições penais distante da realidade.
