The regulation of the National Education System (NES) in Brazil: a long debate

Resumo: | In this article, it was sought to analyze the debate on the regulation of the National Education System (NES) based on the discussion on the creation of national systems for social policies. In this sense, the ideas related to the federative coordination in Education and the proposals for regulation of the NES were analyzed, including the proposal under discussion in the National Congress. The idea was to discuss the trajectory of this debate, which factors were important in this process and the advances of the current proposals of the system for the federative cooperation. For that, the article presents a qualitative methodological approach, based on a literature review and analysis of secondary data, including technical documents, research reports, bills and regulations. The analysis shows that the ideas present in the Manifesto dos Pioneiros da Educação Nova (Manifesto of the Pioneers of the New Education) and the construction of systems in other policies, as well as changes in the federative coordination after the Federal Constitution of 1988 influenced the continuity of the system in the educational debate and proposals on the NES. However, the delay in approving the system results from the lack of consensus among the actors on how the system should be organized. Keywords: National Education System. Interfederative relations.En este artículo, se buscó analizar el debate sobre la regulación del Sistema Nacional de Educación (SNE) a partir de la discusión sobre la creación de sistemas nacionales para las políticas sociales. En este sentido, se analizaron las ideas relacionadas con la coordinación federativa en Educación y las propuestas de regulación del SNE, incluso la propuesta en tramitación en el Congreso Nacional. La idea fue discutir la trayectoria de este debate, qué factores fueron importantes en este proceso y los avances de las actuales propuestas del sistema de cooperación federativa. Para ello, el artículo presenta un enfoque metodológico cualitativo, basado en revisión de literatura y análisis de datos secundarios, incluyendo documentos técnicos, informes de investigación, proyectos de ley y reglamentos. El análisis muestra que las ideas presentes en el Manifesto dos Pioneiros da Educação Nova (Manifiesto de los Pioneros de la Educación Nueva) y la construcción de los sistemas en otras políticas, así como cambios en la coordinación federativa post Constitución Federal de 1988 influyeron en la continuidad del sistema en el debate educativo y las propuestas sobre el SNE. Sin embargo, la morosidad en la aprobación del sistema resulta de la falta de consenso entre los actores sobre cómo debe organizarse el sistema. Palabras clave: Sistema Nacional de Educación. Relaciones interfederativas.Neste artigo, busca-se analisar o debate sobre a regulamentação do Sistema Nacional de Educação (SNE) a partir da discussão sobre a criação dos sistemas nacionais para as políticas sociais. Nesse sentido, analisam-se as ideias relacionadas à coordenação federativa na Educação e as propostas de regulamentação do SNE, inclusive a proposta em tramitação no Congresso Nacional. A ideia é discutir a trajetória desse debate, que fatores foram importantes nesse processo e os avanços das propostas atuais do sistema para a cooperação federativa. Para tanto, o artigo apresenta uma abordagem metodológica qualitativa, baseada em revisão da literatura e análise de dados secundários, incluindo documentos técnicos, relatórios de pesquisa, projetos de lei e regulamentações. A análise mostra que as ideias presentes no Manifesto dos Pioneiros da Educação Nova e a construção dos sistemas em outras políticas bem como mudanças na coordenação federativa pós-Constituição Federal de 1988 influenciaram a continuidade do sistema no debate educacional e as propostas sobre o SNE. No entanto, a morosidade de aprovação do sistema resulta da falta de consenso entre os atores sobre como o sistema deve ser organizado. Palavras-chave: Sistema Nacional de Educação.
