T raditional People and Communities in contentious with energy megaprojects in the Sertão of Pernambuco

Resumo: | The Sertão de Pernambuco region is a dense ethnographic context to understand the dynamics and tensions that exist between Traditional Peoples and Communities and the performance of power groups in the Brazilian energy sector. Since 1970, this region has listed the construction of megaprojects for the development of the State, including the construction of a nuclear power station with six nuclear plants on the banks of the São Francisco River. The installation of enterprises in this region is intertwined in historical, economic and power relations. Studying this such a social field implies, in this sense, problematizing the interactions, heterogeneities and the different actors, forces, discourses and institutions that compose such contexts. We want, however, to draw attention to the political actions that the Traditional Peoples and Communities formulate with the intention of ensuring collective existences. The social cartographies elaborated by these agents, in this direction, have made it possible to understand claims to the idea of development that makes the affected social groups invisible, consisting of what we analytically define as confrontational repertoire. From the ethnographic perspective, we seek to problematize a social context in which it is possible to see the intensification of government policies that drive the implementation of megaprojects, violate social and human rights and impact the environment on unprecedented scales. Desde los años de 1970, han enumerado la construcción de megaproyectos para el desarrollo del Estado, incluyendo la construcción de una central de energía nuclear con seis plantas nucleares en las orillas del río São Francisco. La instalación de empresas en esta región se entrelaza en las relaciones históricas, económicas y de poder. Estudiar este campo social implica, en este sentido, problematizar las interacciones, las heterogeneidades y los diferentes actores, fuerzas, discursos e instituciones que componen dichos contextos. Sin embargo, queremos llamar la atención sobre las acciones políticas que los Pueblos y Comunidades Tradicionales formulan con la intención de asegurar existencias colectivas. Las cartografías sociales elaboradas por estos agentes, en esta dirección, han permitido comprender las afirmaciones de la idea de desarrollo que hace invisibles a los grupos sociales afectados, que consisten en lo que analíticamente definimos como repertorio de confrontación. Desde una perspectiva etnográfica, buscamos problematizar un contexto social que sea posible ver la intensificación de las políticas gubernamentales que impulsan la implementación de megaproyectos, violan los derechos sociales y humanos e impactan el medio ambiente en escalas sin precedentes. Desde 1970 enumera a construção de megaprojetos de desenvolvimento do Estado, entre esses, o de construção de uma central nuclear com seis usinas nucleares às margens do Rio São Francisco. A instalação de empreendimentos nessa região está imbricada em relações históricas, econômicas e de poder. Estudar tal campo social implica, nesse sentido, problematizar as interações, heterogeneidades e os diferentes atores, forças, discursos e instituições que compõe tais contextos. Queremos, no entanto, chamar à atenção para as ações políticas que os Povos e Comunidades Tradicionais formulam na intenção de assegurar as existências coletivas. As cartografias sociais elaboradas por esses agentes, nessa direção, tem possibilitado compreender reivindicações à ideia de desenvolvimento que invisibiliza os grupos sociais atingidos, consistindo no que analiticamente definimos como repertório confrontacional. A partir da perspectiva etnográfica buscamos problematizar um contexto social em que é possível visualizar o acirramento de políticas governamentais que impulsionam a implantação de megaprojetos, violam direitos sociais e humanos e impactam o meio ambiente em escalas sem precedentes.
