Planning and budgetting of public policies for the development of quilombola communities: an analysis of the Program Promoting Racial Equality and Overcoming Racism

For the development of traditional societies, especially quilombola communities, due to their own needs and particularities, the participation of public authorities is important. Thus, specific public policies aligned with their realities are important instruments for promoting local socioeconomic development. With the objective of identifying and analyzing the participation of the federal government in the planning and execution of these policies, this work was dedicated to analyzing the Program for the Promotion of Racial Equality and Overcoming Racism, under the responsibility of the Special Secretariat for Equality Promotion Policies Racial - SEPPIR, in the 2016-2019 Multiannual Plan. Data collection was carried out through documentary research, which sought, in addition to understanding the concepts of themes related to communities, such as development, territory, ethnodevelopment, the study of planning and budget allocation to implement the racial equality policy, at the federal level, during the 2016-2019 PPA period. The results showed that the planning included two actions aimed at the local development of these communities. In addition, it was found that the amounts provided for in the PPA were not fully allocated in the Annual Budget Law – LOA, which compromised their execution. In the end, the research found that, despite having been elevated to the status of State policy, with its own budget allocation and having the recognition of cultural differences and the forecast of redistribution of wealth, the execution was not adequate to guarantee the communities quilombolas the necessary development to no longer depend on paternalistic policies.
