Evaluation of implementation: the context and the operational and learning capacity of the sustainable public procurement policy

This article presents an implementation assessment model for sustainable public procurement policy and the results of two subsystems (context and operational and learning capacity). Sustainable public procurement signals to the market and society good practices for the acquisition of goods and services that integrate environmental, social and economic variables, aiming at sustainable development and the collective good. Bibliographic, documentary, survey research and ex-post evaluation were used. It was found that, in the context assessment there is a favorable environment, with agents who know the meaning of the content of the policy and level of education and adequate legitimacy. Operational and learning capacity has a greater number of pending issues to be resolved, as administrative capacity still has a lot to grow, justified by the absence of clear information on internal policies, with limitations between institutional planning and the policy execution phase, until it becomes routine.
