The contemporary debate on conditionality

Resumo: The present article aims at identifying, through the study of the Programa Bolsa Família - PBF, the new paradigm regarding the Politics of Social Protection, which, via Programs of Conditional Transfer of Income, implies that there must be a relationship between social benefits and individual responsibilities. Based on the review of the literature and of the law that governs the PBF, the object of study is transferred from the field of social rights to the field of co-responsibility of the beneficiaries. The research presents as a result the controversy surrounding the PBF, indicating the ideological basis on which the conditional system is founded, which by its turn suggests a liberal view regarding the exclusion of the access to social rights by individuals and groups, who are held accountable for their own exclusion if the conditions for the enjoyment of those rights are not met.

A partir de pesquisa bibliográfica e na legislação do PBF, o objeto de estudos transita do campo dos direitos sociais para o campo da co-responsabilidade dos beneficiários.
