The role of the Brazilian State in the emergence and rise of agribusiness and its social legitimization

Resumo: | This paper begins with the analysis of public policies aimed at the rise of Brazilian agribusiness to question the socially legitimized idea that this sector provides economic support to the Brazilian State. The hypothesis of this work is precisely the opposite, that is, it is the Brazilian State that confers and allows the necessary conditions for agribusiness to exist and compete in the global market. The present article aims, therefore, to demonstrate and highlight the protagonism of the Brazilian State in the emergence and rise of agribusiness, in order to question the celebrated idea of the autonomy of this sector. The focus is on the analysis of direct policies, such as rural credit, tax incentives and minimum price guarantees, as well as indirect policies, such as construction and improvement of infrastructure, research, insurance and agricultural technical assistance. This research uses the hypothetical-deductive method, starting from the mentioned problem to verify the hypothesis offered and meet the objective presented, without losing sight of the critical perspective about the phenomena studied. As to the research techniques, this is bibliographical and documental research. At the end, the contribution identifies important contradictions between discourse and practice of agribusiness that deserve to be highlighted to make the counterpoint to the hegemonic discourse of this sector in the national media, with important repercussions in the social imaginary. |

A hipótese do trabalho é justamente inversa, ou seja, vai no sentido de que é o Estado brasileiro que conferiu e permitiu as condições necessárias para que o agronegócio possa existir e competir no mercado global. O presente artigo tem por objetivo, portanto, demonstrar e evidenciar o protagonismo do Estado brasileiro no surgimento e ascensão do agronegócio, de modo a questionar a celebrada ideia de autonomia deste setor. O foco está na análise de políticas diretas, como crédito rural, incentivos fiscais e garantia de preços mínimos, além de políticas indiretas, como construção e melhoria da infraestrutura, pesquisa, seguro e assistência técnica agropecuária. A presente pesquisa utiliza o método hipotético-dedutivo, partindo-se do problema mencionado para verificar a hipótese oferecida e cumprir o objetivo apresentado, sem perder de vistas a perspectiva crítica acerca dos fenômenos estudados. Quanto às técnicas de pesquisa, trata-se de pesquisa bibliográfica e documental.
