O gestor nas unidades básicas de saúde no Brasil: uma revisão da literatura

Resumo: Primary Health Care (PHC) is formed by the Basic Health Units (BHU and the Family Health Unit (FHU). PHC works as the main gateway to health care within the scope of the Unified Health System (UHS), defined by a set of actions related to the health of the population in which it operates. In this context, there is the BHU manager, a role created recently on the PHC. The objective of this study is to carry out an integrative review of the literature on the national scientific production, in the period from 2000 to 2020, regarding the main problems encountered and faced by the Primary Health Care (PHC) manager. This is an integrative literature review about the problems faced by the PHC manager within the UFS in the period from 2000 to 2020. For the selection of articles, a search was carried out in the databases: National Library of Medicine, National Institute of Health - USA (PUBMED), Scientific Electronic Library online (SciELO) and Latin American and Caribbean Literature in Health Sciences (LILACS), and the Virtual Health Library: (BVS-BIREME). The research showed that there are problems in all BHUs, perceived differently by the agents responsible for their management. Despite the problems perceived differently by the managers and that there is no consensus on the subject, there are proposals that can prepare the manager to face the problems encountered.

La APS funciona como la principal puerta de entrada a la Salud en el ámbito del Sistema Único de Salud (SUS), definido por un conjunto de acciones relacionadas con la salud de la población en la que actúa. En este contexto, está el gerente de UBS, un rol creado recientemente. El objetivo de este estudio es realizar una revisión integradora de la literatura sobre la producción científica nacional, de 2000 a 2020, sobre los principales problemas encontrados y enfrentados por el gestor de la Atención Primaria de Salud (APS). Se trata de una revisión integrativa de la literatura sobre los problemas enfrentados por el gestor de APS en el SUS, en el período de 2000 a 2020. Para la selección de artículos, se realizó una búsqueda en las bases de datos: Biblioteca Nacional de Medicina, Instituto Nacional de Salud - USA (PUBMED), Biblioteca Científica Electrónica en Línea (SciELO) y Literatura Latinoamericana y del Caribe en Ciencias de la Salud (LILACS), y la Biblioteca Virtual en Salud: (BVS-BIREME). La investigación mostró que existen problemas en todas las UBS, percibidos de manera diferente por los agentes responsables de la gestión. A pesar de los problemas percibidos de manera diferente por los gerentes y que no hay consenso sobre el tema, existen propuestas que pueden preparar al gerente para enfrentar los problemas encontrados.A Atenção Primária em Saúde (APS) é formada pelas Unidades Básicas em Saúde (UBS) e Unidade de Saúde da Família (USF). A APS funciona como principal porta de entrada para a Saúde no âmbito do Sistema Único de Saúde (SUS), definindo-se por um conjunto de ações ligadas à saúde da população em que está inserida. Nesse contexto, encontra-se o gestor de UBS, função criada recentemente. O objetivo deste estudo é realizar uma revisão integrativa da literatura sobre a produção científica nacional, no período de 2000 a 2020, quanto aos principais problemas encontrados e enfrentados pelo gestor da Atenção Primária em Saúde (APS).  Trata-se de uma revisão integrativa da literatura acerca dos problemas enfrentados pelo gestor de APS no âmbito do SUS, no período de 2000 a 2020.
