Nos últimos anos a Venezuela tem experimentado grandes e profundas transformações dentro de sua estrutura política, mais especificamente na condução de sua política externa. O triunfo de Chávez muda o paradigma tradicional da política venezuelana, observando-se uma mudança radical ao comparar com o “Puntofijismo”, também conhecido como sistema de conciliação de elites (estabelecido entre os principais partidos políticos depois de 1958), e a “Revolução Bolivariana” ou Socialismo do Século XXI. Este artigo pretende analisar de forma aprofundada ambos os processos a partir de uma revisão das políticas implementadas nesses momentos históricos, avaliando os fatos marcantes na política externa e fazendo paralelismos entre eles. Com base nisso pode-se concluir que apresentam ideias em comum mesmo quando foram colocados como processos antagônicos. Considera-se que esta avaliação é fundamental para a compreensão da atual situação política, econômica e social venezuelana.ABSTRACTIn the last years Venezuela has experimented big and profound transformations inside their political structure, more specifically in the conduction of its foreign policy. Chavez triumph changes the traditional paradigm of Venezuelan politics, pointing out a radical change between the “Puntofijismo”, also known as the system of elite conciliation (establish among the principal political parties after 1958) and the “Bolivarian revolution” or Socialism of the twenty first century. This article intends to examine both processes through an evaluation of the policies implemented in these historical moments, taking into account the relevant facts of their foreign policies and establishing parallelisms between them. These analysis lead to the conclusion that these political structures presented common ideas, even though they were pointed out as antagonistic processes. The assessments of these policies are fundamental for the comprehension of the contemporary political, economic and social conjuncture.Palavras-chaves: Venezuela, Política Externa, Hugo Chavez, Socialismo, Puntofijismo, Romulo Betancourt.
