As discussões sobre a criação da UNASUL tiveram início em 2004 em uma reunião regional realizada em Cusco, no Peru. Inicialmente conduzido pela Venezuela de Hugo Chávez, o projeto recebeu o nome de Comunidade Sul-Americana de Nações com o objetivo principal de aprofundar a integração da região. Em 2008, já com o Brasil à frente das negociações, o ato constitutivo da UNASUL foi assinado pelos doze países-membros. Diferente de outros blocos que comumente iniciam o processo de integração através de acordos econômicos para depois avançar para esferas institucionais e políticas, a UNASUL parece percorrer o caminho inverso, ou seja, surge a partir de discussões políticas sobre a necessidade de um maior compromisso dos países com a convergência de interesses. O artigo aponta os desafios da UNASUL destacando sua relevância política e heterogeneidade nas visões dos países que a compõem. ABSTRACT The discussions about the creation of UNASUR began in 2004 at a regional meeting held in Cusco, Peru. Initially led by Venezuela under Hugo Chávez, the project was given the name of the South American Community of Nations, and the main aim of fostering more in-depth integration in the region. In 2008, now with Brazil heading the negotiations, the constitutive act of UNASUR was signed by the 12 member countries. Unlike different blocs which tend to begin integration through economic agreements only later to move into institutional and political spheres, UNASUR seems to be taking the opposite route: it was conceived out of political discussions about the need for the countries to make a greater commit to align their interests. The article identifies the challenges facing UNASUR, highlighting its political importance and the heterogeneity of the visions of the countries that are part of it.
