ANÁLISE ESPACIAL DAS OBRAS DO PROJETO DE INTEGRAÇÃO DO RIO SÃO FRANCISCO - PISF (EIXO LESTE) NO ESTADO DA PARAÍBA

Resumo: doi: 10.12957/geouerj.2016.14536 This study intends to develop a spatial analysis of the hydraulic works of PISF – São Francisco river Integration Project, on your East Branch, in Paraíba state, which are the responsibility of the State Government. Were identified the tracings of the works, the benefiting municipalities, potential flows, storage structures and volumes available for the various activities. This analysis was done with support of Geotechnologies resources, specifically of Geographic Information Systems, Remote Sensing and the field contributed by the Global Positioning Satellite System. The results demonstrate that the first project presented with resources provided by the Federal Government foresee, in the foreground, the use of water on the littoral region, with the Canal Acauã-Araçagi (secondary work of the PISF). However, for Agreste and Cariri, regions between the lowest rainfall in Brazil, the only guarantee is the supply of some cities through adductor systems. The various versions projects and tracings show the blurring of state governments with the destination and use of transposed waters. The various versions projects and tracings submitted by the various rulers state, along with its mandates, show the indefinition about the fate and the use of transposed waters. The different types of conduits (channels, tunnels, adductor, etc.), volumes reserved for each segment and adaptation of existing reservoirs, were the object of comparison and examination. The spatial analysis shows that the interests of corporate agriculture and agribusiness are being prioritized in relation to lack of water supply for the rural population, in the case, the region with the lowest rainfall of the state index

Foram identificados os traçados das obras, os municípios beneficiados, as vazões potenciais, as estruturas de armazenagem e os volumes disponibilizados para as diversas atividades. Esta análise se deu com apoio dos recursos de Geotecnologias, especificamente dos Sistemas de Informação Geográfica, do Sensoriamento Remoto e com contribuição de campo pelo Sistema de Posicionamento Global por Satélite. Os resultados demonstram que o primeiro projeto apresentado com recursos disponibilizados pelo Governo Federal, prevê, em primeiro plano, a utilização das águas da transposição do São Francisco na região litorânea, através do Canal Acauã-Araçagi (obra secundária do PISF). No entanto, para o Agreste e o Cariri paraibano, regiões entre as de menor índice pluviométrico do Brasil, a única garantia é o abastecimento de algumas cidades por meio de sistemas de adutoras. As diversas versões de projetos e de traçados apresentados pelos diferentes governantes do estado, ao longo de seus mandatos, mostram indefinição em relação ao destino e o uso das águas transpostas. Os diferentes tipos de condutos (canais, túneis, adutoras, etc.), volumes reservados para cada segmento e adaptação dos reservatórios existentes, foram objeto de comparação e exame.
