Resumo: The Permanent Preservation Areas (APP), according to the third Forestry Code of 2012, are territorially protected areas with functions of preserving water resources, guaranteeing geological stability, maintaining biodiversity and promoting the well-being of the populations. However, due to the accelerated growth of Brazilian urban centers with little planning by the public authorities, cities have come to live with various environmental problems due to the irregular use of such areas. In this way, the aim of this paper is to analyze the conflicts of land use and coverage coming from irregular occupation in APP of Niteroi city. To achieve this goal, the Hydrologically Conditioned Digital Elevation Model (MDEHC) was generated and the IBGE cartographic base was used in 1: 25,000 to map the APPs. The land use and coverage map was obtained using Maximum Likelihood method applied to RapidEye image, obtaining a global Kappa coefficient of 0.806. The APP occupy 13.98% of the municipality of Niteroi, with emphasis on APP with a marginal area with an area of 11.54 km² or 8.63%. Of this total, approximately 69% of the APPs are duly retained, while 31% are unduly occupied.

Entretanto, devido ao crescimento acelerado dos núcleos urbanos brasileiros com pouco planejamento por parte dos poderes públicos, as cidades passaram a conviver com diversos problemas ambientais devido ao uso irregular de tais espaços. Nesse contexto, este trabalho tem por objetivo analisar os conflitos de uso e cobertura da terra provenientes da ocupação irregular em Áreas de Preservação Permanente (APP) no município de Niterói. Para alcançar tal objetivo foi gerado o Modelo Digital de Elevação Hidrologicamente Condicionado (MDEHC) e utilizada a base cartográfica do IBGE em 1:25.000 de modo a mapear as APP. A seguir foi elaborado um mapa de uso e cobertura da terra usando imagem RapidEye e o método Máxima Verossimilhança obtendo uma exatidão global pelo coeficiente Kappa de 0,806. As APP ocupam 13,98% do município de Niterói, com destaque para a APP de faixa marginal com uma área de 11,54 km² ou 8,63%.
