Resumo: | Between 2003 and 2010, Brazil came closest to the graduation process. Among the policies that allowed this notoriety conquest within the International System, the energy policy for the oil sector stands out. It boosted the economy, and oil was a centerpiece of Brazilian diplomacy, the object of disputes and trade agreements that helped make Brazil a relevant player on the international stage. Given this, this research starts from the hypothesis that the Brazilian government used oil as a diplomatic instrument to achieve the objective of inserting the country in the graduation process. Thus, the article uses a qualitative methodology to analyze, through primary and secondary sources, the movements of Brazilian foreign policy around oil during the Lula government. In addition, the research will also seek to identify the positive points and possible limitations of this policy, making a final session with a conclusion about the effectiveness of this strategy. |

Dentre as políticas que permitiram a conquista dessa notoriedade dentro do Sistema Internacional, destaca-se a política energética para o setor petrolífero. Ela impulsionou a economia e o petróleo foi uma peça central da diplomacia brasileira, sendo objeto de disputas e acordos comerciais que ajudaram a tornar o Brasil um ator relevante no cenário internacional. Dado isso, a presente pesquisa parte da hipótese de que o petróleo foi utilizado como instrumento diplomático pelo governo para alcançar o objetivo de inserir o país no processo de graduação. Assim, serão analisados qualitativamente, por meio de fontes primárias e secundárias, os movimentos da política externa brasileira em torno do petróleo durante o governo Lula, onde se buscará identificar os pontos positivos e possíveis limitações dessa estratégia.
