ResumoA Portaria 213/2016 do Ministério da Integração Nacional, reconhece 32 cidades gêmeas em razão do território municipal fazer limite com o país vizinho e sua sede se localizar no limite internacional. Fundamentando-se no path dependence, onde as influências históricas são responsáveis pela manifestação das instituições no instrumento normativo, destaca-se o Plano Diretor Municipal, obrigatório para cidades com mais de 20 mil habitantes e requisito para obtenção de determinados recursos junto ao Governo Federal. A metodologia tem perspectiva exploratória descritiva ao analisar o conteúdo de cada instrumento normativo dos municípios de fronteira que instituíram o Plano Diretor, na interpretação das características individuais, utilizando do aporte teórico da teoria institucional. Analisou-se os Planos Diretores de doze cidades-gêmeas de fronteira, para verificar se o modelo adotado contemplou a realidade dos municípios. Os resultados apontaram a não enfatização às questões históricas que influenciam no desenvolvimento das cidades, concluindo que os Planos Diretores de cidades-gêmeas de fronteira podem explorar em seu instrumento normativo nessa variável identificada, recomendando que em pesquisas futuras se investigue o motivo pelo qual mais de 66% dos municípios de fronteira não consideram relevantes a serem incluídas no Plano Diretor as potencialidades históricas que marcam a região de fronteira gêmea.Palavras-chave: Administração Pública. Fronteira. AbstractThe Portaria 213/2016 of the Ministry of National Integration, recognizes 32 twin cities because of the municipal territory to limit the neighboring country and its headquarters is located in the international limit. Based on path dependence, where historical influences are responsible for the manifestation of institutions in the normative instrument, the Municipal Master Plan is mandatory, for cities with more than 20 thousand inhabitants and a requirement to obtain certain resources from the Federal Government. The methodology has a descriptive exploratory perspective when analyzing the content of each normative instrument of the border municipalities that instituted the Master Plan, in the interpretation of the individual characteristics, using the theoretical contribution of the institutional theory. The Executive Plans of twelve border twin cities were analyzed to verify if the adopted model contemplated the reality of the municipalities. The results pointed out the lack of emphasis on the historical issues that influence the development of cities, concluding that the Master Plans of frontier twin cities can explore in their normative instrument in this identified variable, recommending that future research investigate the reason why more than 66% of the border municipalities do not consider relevant to be included in the Master Plan the historical potentialities that mark the twin border region.Keywords: Public Administration.
