DOI: 10.12957/rqi.2018.29262  ResumoO presente estudo tem por objetivo abordar a relação entre Estado e Terceiro Setor e o seu papel sócio jurídico na história constitucional recente a partir das entidades de direito privado e sem fins lucrativos. Tais instituições embora não integrem a estrutura da Administração Pública local, prestam auxílio ao Estado ao promoverem os direitos sociais. Estas instituições revelam-se importantes parceiros na efetivação de políticas públicas sociais ao mesmo tempo em que atuam em prol de uma cidadania mais ativa. O estudo tem a pretensão de analisar a evolução do Estado desde o absolutismo até chegar ao atual modelo de Estado, de modo não exaustivo, examinar estruturação da Administração Pública, para buscar compreender as causas do ingresso do Terceiro Setor no novo modelo gerencial de Estado brasileiro.Palavras-chave: Terceiro Setor; Direitos sociais; Serviços públicos; Cidadania.AbstractThe purpose of this study is to discuss the relationship between the State and the Third Sector and its legal and legal role in recent constitutional history, based on private and non - profit entities. Such institutions, although not part of the local Public Administration structure, provide assistance to the State in promoting social rights. These institutions are important partners in the implementation of social public policies while at the same time acting for a more active citizenship. The study intends to analyze the evolution of the State from absolutism to the present State model, in a non-exhaustive way, to examine the structure of the Public Administration, in an attempt to understand the causes of the Third Sector's entry into the new managerial model of the Brazilian State.Keywords: Third Sector; Social rights; Public services; Citizenship.
