Resumo: In order to position Science, Technology and Innovation (ST&I) as a promising instrument for improving the resilience and sustainability of cities, this dissertation presents conceptual definitions and the benefits of investments in this area along with relevant data. In addition, the global discussion on ST&I in international organizations is exposed, along with the understanding of some specific countries and the current Brazilian panorama in this field. Finally, greater local public investment is advocated, especially those regionalized, in actions that enhance the creative process to stimulate an environment that is genuinely conducive to the development of science, technologies and innovations in the city's own community, encouraging the search for solutions for the their local challenges, triggering a process of social transformation of engagement and improvement of the present urban conditions.

Posteriormente, explicita-se a discussão mundial sobre a CT&I em organismos internacionais, apresenta-se o entendimento de alguns países e regiões específicas, e analisa-se o atual panorama brasileiro neste campo.
