"A colaboração lhe bate à porta...": visitadoras sociais e a política de normalização de corpos e mentes de operários e operárias, de uma indústria têxtil no Rio de Janeiro (1944-1953)

The main subject of this thesis is the emergence of a unique modality of social assistance in the field of government and social policies after 1930, targeted to employees of the urban area and their families. A creation of the discourse about the conditions of life and work of the workers, along with new scientific theories and medical/health statements, claimed a general organization of society. It was stated that there was an urgent need for action through state policy that had a preventive and coercive nature, in the way of life of individuals in society. What had been considered as a "police matter" or "charity" started being referred to as "social matter", new ways of exercising power and the conformation of the state in their new assignments as a promoter of social justice became reality. In this doctoral research I investigated the implementation of these strategies to obtain power through interventions made by the social visitors in the routine of a group of working man and woman of the Co. (textiles) New America in the city of Rio de Janeiro, seeking to enlighten through a thorough investigation of these practices, that were microscopic in a certain way, a much larger network of traps and power struggles. Monitoring the implementation of social services provided by government and company, were mandatory activities for the working class and part of their daily routine, as well as monitoring the use of time and space, and finally the indoctrination in values and practices instituted in the name of preservation and optimization of life. These interventions occurred in different places: inside the factory, in the workers village called Cidade Jardim Nova América (New America Garden City) and inside the Associação Atlética Nova América (New America Athletic Association) and were recorded and registered through texts and images in the monthly bulletin of the factory. These journals are the main corpus of documents and consist of sixty-six journals covering the period between November, 1944 and December, 1953: New America Bulletin - Athletic Association Board of New America. I used as a theoretical and methodological tool the reflections on biopolitics of the French philosopher Michel Foucault, or the nationalization of life in the bonds of biopower as the management of life in its fullness taking care of not only ensuring that the body is docile and useful for the disciplinary techniques, but primarily to ensure the investment on the body and mind of these individuals became normalizer knowledge to manage them better. Accordingly, in the field of social policies, both government and business, I used the notion of pastoral power, updated by Foucault to identify the way that, in the name and for the sake of people needing assistance, they have put in place an efficient power device operating in intervention and control of people's lives: the social visitors.
