A REAF-Mercosul e o desafio da construção de uma agenda de políticas públicas regionais para agricultura familiar no Cone Sul

This paper seeks to understand if food sovereignty, through the fight for public policies for family farming, became a regional integration factor as from the organized civil societies' activities in South America. It will try to demonstrate the relevance of the incorporation of new actors and international dynamics for the comprehension of the Latin American agrarian question and to evidence that is a relevant element for the current regional scenario s understanding. The focus of our work it will be to analyze, on the one hand, the states in the broader context of globalized capitalism in its neoliberal phase and the transformations of the agrarian question in the Sothern Cone countries that are in line with the big globalized capital and that make the current agricultural model, based on the economic reprimarization of the exports from the global south countries, with the expansion of the agribusiness production model, guided by multinational corporations policies. From the mapping of disputes by the schedule of policies for family farming and for food sovereignty at the regional level, we to analyze the different actors and projects, according to the concepts of hegemony and counter- hegemony proposed by Gramsci. Our case study is the participation of rural social movements of the southern cone in the REAF (Specialized Meeting on Family Farming), seeking to understand what is its potential impact in the construction of a regional schedule of public policies that talk about family farming as an alternative project for the South American countryside, seeking to make a critical analysis of its limits and possibilities of construction.
