This dissertation aims to analyze the policy of adjustment of the minimum wage from 1995 to 2017, based on the proposals Federal Executive s and the Legislative s, in the figure of the federal deputies, initiatives on this subject. I try to understand the process of formation the agenda of this public policy through the interaction between these two Powers. The methodology used consists of a detailed inventory of the 100 proposals contemplated for the period, considering the preference of the actors to propose them and the institutional and procedural conditionalities for the achievement of the propositions. The results of the research carried out point towards a cooperative relationship between the Executive and the Legislative, in which the convergence of agendas between these Powers leads the Legislative to approve all proposals related to adjustment of the minimum wage sent by the Executive, and, on its turn, the Executive incorporate the changes made by the Legislative
