As agendas regionais e as agendas fronteiriças: o papel do Mercosul e da CAN nas regiões de fronteira

This thesis analyzes the relationship between the agendas of the regional processes of the CAN and Mercosur, on the one hand, and the border agendas of the municipalities of Ipiales- Tulcán, on the border between Colombia and Ecuador, and of Santanna do Livramento-Rivera, on the border between Brazil and Uruguay, on the other. It is intended to contribute to studies on regional integration, starting from the principle that this type of process should not just be thought from the interests of the metropolis because they generate effects in territories such as border regions, where municipalities have their own demands. Studying regional integration processes from an agenda’s perspective allows us for a deeper understanding of the issues on which governments of different levels converge or diverge when acting at the international level. In addition, this perspective aims to approach the integration processes from their complexity, understanding them beyond the presidential leadership, since it investigates how the decisions of the central level on border regions may or may not have the desired effects by recognize that border municipalities are active and not passive agents in this dynamic. Based on the analysis of official documents, regulations, and press analysis, we describe how the regional agendas of the CAN and Mercosur have treated the border regions from the year 2000 to 2020, regarding the creation of institutional mechanisms and the implementation of specific projects in these territories. Next, we highlight the agendas of the two blocks, specifically for the border regions of Ipiales-Tulcán and Santanna do Livramento-Rivera. Finally, we analyze the main issues that make up the local agendas of each of these municipalities and from there, we analyze whether there is a consolidated cross-border agenda between them. We conclude that Mercosur has a more active agenda around the border issue than CAN, but, despite this difference, the agendas for Ipiales-Tulcán and Santanna do Livramento-Rivera are still not related in a well-articulated way with the agendas of the regional blocs. Thus, in most cases, the border initiatives announced by the CAN and Mercosur depend on bilateral actions by Colombia-Ecuador and Brazil-Uruguay so that they can be effective in the cases that we analyze. Moreover, despite the greatest advances in the case of Santanna do Livramento-Rivera, none of the pairs of municipalities studied has a consolidated cross-border agenda.
