The refugee policy adopted by the United Nations has emerged as an international human right and it is necessary to understand which criteria have been agreed upon so that today refugee status be guaranteed and it can be distinguished to other migratory forms. To this end, the research will initially seek to establish the importance of international organizations and of refugee regime for international relations. When UNHCR emerged, it was the responsibility of governments to provide refugee status for individuals. Throughout its history, this UN body has gained space as a global player and has coordinated direct assistance activities for refugees and forcibly displaced persons and has influenced policies within states regarding forced migrants. In the current context of the largest migratory flow in recent Latin American history, this dissertation aims to analyze the importance of UNHCR in the management of Venezuelan migration to Brazil from 2015 to 2019, in order to verify if the agency is being effective in protecting people displaced. To this end, the research seeks to review specialized bibliography and analysis of legal documents essential to the cause of the refugees, as well as to collect data about the refuge in Brazil, conduct interviews and visit the border between Brazil and Venezuela. The hypothesis guiding the development of this dissertation is that, on the one hand, UNHCR has gained international weight by becoming a global actor, on the other it remains limited in its main function of protecting forced migrants under its jurisdiction.
