This thesis is product of our interest to research the professional education at technical level in Contemporary Brazil. This research is focused specifically in the modality of professional education, through the frame of the Programa Nacional de Acesso ao Ensino Técnico e Emprego - PRONATEC and its conformation in the semi arid region of Alagoas. This study has two central preoccupations: firstly the way how technical education was established and developed in Brazil, conceived during Dilma Rousseff’s administration. It’s important to highlight that up to this period, the Partido dos Trabalhadores had built throughout its history a critical theoretical accumulation on the precarious and fastened teaching and brought a proposal for transformation on quality and expansion of technical teaching by the State action. We search thus to comprehend why PT’s government not only did not succeed to surpass the limits of neoliberal project towards education but straightened the relations between this education format with the reproduction of dependent social relations: built an education with ruptures, this aspect is very clear in our investigation through the studies on PRONATEC. Our second preoccupation is to comprehend how a project of professional teaching, such as PRONATEC, was based on a region as semi arid of Alagoas, considering most of all this region as a singularity within the particularity of late social formation of Alagoas. That said, we present the studies on PRONATEC as a clipping which is part of a totality that inside the particularities of capitalist development in Brazil take place concretely within the singularities of the different regions especially in the semi-arid of Brazilian Northeast and of Alagoas.
