The contemporary panorama, provided with unequal processes of globalization, points to territorial reconfiguration, not only by means of the cities' formal structures, but also due to the intellectual and cultural production of its individuals. Such revolutions reinforce new cultures, in a dynamic transformation of the artistic communication process. This study presents an iconic case, in which political decisions, driven by administrative discretion, and the actions of certain conservative groups were able to veto the execution of an art exhibition in Rio de Janeiro. The analysis is based on the importance of freedom of (artistic) speech for the effectiveness of cultural citizenship and, as a consequence, of democracy, considering the premise that cultural rights and freedom of speech have been undergoing censorship processes, that revealin tolerance against groups of social minorities and their artistic and cultural expression.What we call "cultural hate speech", full of interdictions, aggravates even more sociocultural exclusionand, by weakening the representativeness of certain social groups before society, end up jeopardizing the formation of their cultural identity, as they no longer recognize themselves in the urban territory. The artistic expression is an essential instrument of cultural resistance of minorities and respecting the difference should be more than an unpretentious speech. Thus, this work studies the acts of the public power, concerning reedom of expression and its limits, as well as cultural policies, as promoting agent, but mainly as social agent, refraining from acting on personal interests.
