Cooperação Sul-Sul em biocombustíveis: interesses e contradições da Política Externa Brasileira em Moçambique (2003-2015)

Resumo: | At the beginning of the 21st century, the renewable energies theme became more relevant in the international agenda, as well as in Brazilian Foreign Policy (PEB). At the same time, Lula da Silva's "active and proud" foreign policy presented a considerable increase in international development cooperation projects, following a broader movement of expansion of a "South Donor". This doctoral thesis analyzes the Brazilian Foreign Policy during the Lula da Silva (2003-2010) and Dilma Rousseff (2011-2015) governments regarding international cooperation for the development in biofuels with African countries. Thus, this research tries to answer the main question "What explains the success and failure of the Brazilian protagonism in the promotion of biofuels in the years 2000?" The objectives of this work include: to describe and reflect critically about the Brazilian position to promote biofuels, and the main hypothesis is that the Brazilian Foreign Policy for biofuels is the result of a specific moment that combined a fortunate international scenario to biofuels and Brazilian assertive performance, at the same time, with the strong involvement of the agribusiness (self-interested sector in the projects) in the formulation and elaboration of the foreign policy, that is, in the decision-making process of the Brazilian Foreign Policy. As methodological aspects, the qualitative methodology was used: literature review, analysis of official documents, field research in Mozambique and semi-structured interviews. The conclusion resumes the debate about the repetition of errors originating in traditional cooperation (north-south), on the inequalities in power relations at the beginning of the 21st century and on the need for social actors to participate in the formulation of these policies. |

Ao mesmo tempo, a chamada política externa "ativa e altiva" de Lula da Silva apresentou um aumento considerável nos projetos cooperação internacional para o desenvolvimento, seguindo um movimento mais amplo de expansão de um Sul Doador . Esta tese de doutorado analisa a PEB durante os governos Lula da Silva (2003-2010) e Dilma Rousseff (2011-2015) no que diz respeito à cooperação internacional para o desenvolvimento em biocombustíveis com países africanos. Assim, esta pesquisa tenta responder à questão principal O que explica o sucesso e fracasso do protagonismo brasileiro na promoção dos biocombustíveis nos anos 2000?" Como objetivos deste trabalho, constam: refletir criticamente sobre a posição brasileira para promoção dos biocombustíveis, e descrever e analisar as principais características, atores, resultados e desdobramentos dos projetos de Cooperação Sul-Sul, utilizando Moçambique como estudo de caso. A principal hipótese é que a PEB para biocombustíveis é resultado de um momento específico que conjugou um cenário internacional propenso aos biocombustíveis e atuação assertiva do Brasil, juntamente com o forte envolvimento do agronegócio (setor auto interessado nos projetos) na formulação e elaboração da política externa, ou seja, no processo decisório da PEB. Quanto aos aspectos metodológicos foram utilizados recursos provenientes da metodologia qualitativa: revisão bibliográfica, análise de fontes documentais, pesquisa de campo em Moçambique e entrevistas semi estruturadas.
